Be wary of vested interests, official tells project-displaced

District Joint Collector K.V.N. Chakradharbabu has sought people’s cooperation in the speedy development of the backward region, which has been receiving huge funds from the government for various irrigation and other projects.

He advised the displaced families of Vamsadhara and nuclear power plant projects not to be misled by people with vested interests.

Speaking to The Hindu on Tuesday, Mr. Chakradharbabu hoped the land acquisition process would be completed for both the major projects without any hitch. “The government has sanctioned ₹421 crore under a youth package and towards compensation for properties acquired from persons facing displacement because of the Vamsadhara project in Hiramandalam. Fortunately, 90% of the land acquisition and payment of compensation has been completed. Our major challenge is to convince a few farmers. We can resolve their grievances soon,” he said.

Court verdict

“The Land Acquisition Act of 2013 cannot be applied to the Vamsadhara-displaced as the acquisition process had started in 2005-06 and a majority of the displaced had been given compensation long ago,” he said.

Those who approached the High Court could not get a favourable verdict as the court made it clear that the new Act would not be relevant if 90% of the acquisition was completed prior to 2013.

The land acquisition process for the Kovvada nuclear power plant was progressing smoothly because of the huge compensation being paid, he said.

Every villager would get ₹18 lakh per acre, a house and other benefits. Those who encroached land too would get ₹9 lakh per acre.

The Nuclear Power Corporation of India Limited (NPCIL) was handed over 500 acres out of 2,200 acres of land for the construction of India’s biggest atomic power plant with an installed capacity of 6,600 Mega Watts.

“We are going to construct a beautiful residential colony in Dharmavaram village of Etcherla for the displaced. They would have all the facilities on a par with the gate communities. The government is trying to finalise the architects and builders for the construction of the township abutting the sea. The fishermen community can lead a happy life there,” said Mr. Chakradharbabu.
