First solar rooftop tender floated under demand aggregation model

Madhya Pradesh Urja Vikas Nigam (MPUVNL) has invited bids under MP RESCO III. This is India’s first solar rooftop tender based on demand aggregation model for industries in Mandideep industrial area in Bhopal.
The capacity of the solar rooftop project is 10.8 MW. Under this model, developers were selected following a reverse e-auction process. The discovered solar tariff is Rs 4.61 per unit in comparison with DISCOM’s tariff of more than Rs 7.5 per unit.

The tender aims to save Rs 2.39 crore during its first year and a cumulative of Rs 233 crore over a life of 25 years. In this tender, 164 industrial beneficiaries will procure solar power under RESCO model. These beneficiaries are a mix of small, medium and large industries having different financial profile, contract demand, electricity consumption profile and rooftop size.

Further, the industries are grouped into three packages of 3.6 MW each. There was no subsidy component involved in the project. The RESCO project in Madhya Pradesh is being implemented as part of the Rooftop Solar Program of the government of India with support from the World Bank and the International Solar Alliance.

RESCO Model facilitates the beneficiary consumer to enjoy solar power with zero upfront investment and at rates much below the prevailing DISCOM rates. The beneficiary consumer pays for the electricity as it is generated by the selected contractor who undertakes design, supply and installation, along with comprehensive operation and maintenance (O&M) for 25 years.
