Project land acquisitioncost goes up to ₹3,500 cr..
The land acquisition cost of the Polavaram major irrigation project has escalated from ₹1,000 crore to ₹3,500 crore, according to the latest detailed project report (DPR) submitted to the Central government agency - the Polavaram Project Authority (PPA).
The project requires 15,653 acres in East Godavari district of which 9,158 acres in 42 villages in Devipatnam mandal is going to get submerged. Over 6,200 acres is required for the left main canal (LMC) and 256 acres for the head works. Apart from this, the government has to give 19,426 acres as part of compensation to tribal people facing displacement, but only 1,633 acres has been acquired by the East Godavari district administration till date.
As land is not available in the district, revenue officials are exploring the possibility of allotting land in West Godavari.
The administration has spent only ₹82 crore for the purpose and under the relief and rehabilitation package, the officials have acquired 543 acres at a cost of ₹19 crore.
According to East Godavari district Collector Karthikeya Mishra, the total land required for construction of new colonies is 5,259 acres and another 33,164 acres has to be acquired from four submerged mandals. The government allocated ₹32, 752 crore, but has spent only ₹208 crore till date.
Bang on target
In West Godavari, the district administration has met the target by acquiring a total of 7,829 acres by paying ₹665 crore. Under the R& R package, officials have acquired 2934 acres, but the ₹1,548 crore required for the construction of colonies is yet to be released. Over 26,000 acres has been acquired in the three merged mandals by paying ₹1,812 crore.
In Visakhapatnam district, the officials have acquired 4,080 acres at a cost of ₹80.95 crore for the construction of LMC under the old land acquisition laws. However, the cost is going to escalate because of implementation of the new land acquisition Act. In Krishna district also, the process has been completed by acquiring 3,476 acres at a cost of ₹624 crore.
